Do not use unavailable as a blanket label when the applicant has not asked permission, used outdated details or requested information outside the person's knowledge. The state determines the next ethical action and the question to the recipient.
Record the relationship and period the person could genuinely know without expanding their role. A former contact may be reachable but still unable to answer the requested subject. That is a coverage issue, not a reason to coach them or stretch the relationship into an endorsement they cannot own.

Choose the escalation path by state
Missing details returns to the applicant's own records. Permission absent requires asking the person before disclosure. Declined closes the contact route. No response follows the applicant's stated respectful limit. Unable to confirm returns the fact gap to the recipient. A rejected route requires clarification about an accepted route.
Keep an escalation log with the state change, date and owner but no private narrative. Do not record speculation about why someone declined or stayed silent. The log exists to prevent duplicate pursuit and to show which question remains open, not to build a case against the former contact.

Practical example
Keep a closed-loop attempt timeline

A blank response cell is not permission to contact indefinitely. Use a final state so the same unavailable person is not repeatedly reintroduced when the application folder is reopened.
